If the reverse looks normal it sounds like it could be a misaligned die... depending on how off the obverse is... it could have a premium
It looks like it could be a VAM (variety Morgan) for instance the 1880 P (i assume that's what this is?) VAM 4 sounds like it has similar...
I agree that it is a possibile that it could be a lamination... im personally leaning more towards a strike through... but definitely not glue....
