Those pictures are very hard to judge by... The pictures make the obverse look a little hazy and the reverse looks like it has some grease or...
The picture is a little deceiving, those scratches are on the slab and not the coin. This piece is really mark free.
I don't even think that taking the paint off of them is gonna help... they are just quarters... always gonna be quarters... the next generation of...
