I suspect the coin has been either harshly cleaned or overdipped or both. The coin has a "flat" look -- not something I would expect from an AU...
The surfaces have 65 or 66 written all over them. If NGC graded it 64, I would wager it was because of the dipping robbing it of luster...Mike

That coin looks exactly like one I recall seeing around here. ;) I think ANACS thought so too, but because they are the old ANACS they graded it...
