The die that struck that coin was extremely worn. Numerous die cracks but all small so not a shattered die but it was on its way to becoming one....

Please note that no proof or mint sets were issued in 1965, 1966 or 1967. Only Special Mint Sets were issued by the mint. Due to clad coinage...

They are there, just weak as the die has grease on it in those areas. Grease is very common as the dies are used so heavily.
I deal with them on a regular basis. I’ve gotten some good coins from them over the years. :)
I would just leave them in the government packaging. If you do have it graded, grade the entire set as is snd not just a coin or two.
The second note is discolored from the way it was treated after it left the mint.
The Large Cent I would leave as is but the Dollar I would send in. Those green spots need to be made into history, like they never existed....
