The scale says 2.95 which is close enough to tolerance. 2.98-3.24 considering how old and worn it is.
Either it's "natural" toning. Or, I think the coin was gold plated at one point and some has worn off. Can't tell from the photos.

The 36-S is damaged and has been cleaned. The "steel" 1936 are plated as there were no steel planchets before 1943. LONG LIVE THE NECRO THREAD! YAY!
Mint state is when a coin looks brand new, no matter what year it is. And hasn't been cleaned or polished, which damages the surface of the coin....

The mint mark is usually very prominent. Even on old well circulated coins the MM is legible. Your small date is 100% Philly.
Acid will chew off that weight. If the coin was brand new looking and weighed 2.7 it would be below tolerance. A possible thinly rolled planchet....
If those are cleaning scratches I am at $20.
I don't think it's even a question. LD on the OP. The 9 is no good and the angle is making the 7 appear higher. Also a possible hit on the date.
