I find this series very hard to grade, personally. That said, I'll guess AU and XF, respectively.
While I tend to agree that wear is wear -- it all depends on who is doing the grading as to what effect it has.
p.p.s. common sense would dictate that we trust the two people who have actually seen the coin -- PCGS and Bud. ;)
p.s. the likely reason for such an AU-and-above population is due to the price of these coins -- they don't become viable to slab unless they are...

Looks like the typical PCGS AU 62. Looks like a VAM of some type, not an "error" per-se. Hopefully one of the VAM guys will come along and help...
