Looks like strike doubling to me, but I'd love to see a really huge and tack-sharp version of the image to be more sure.

IMO, there is no such thing as a sleeper (i.e. an undervalued coin). Coins are, in most all situations, valued precisely how they should be....
It is also worth noting that you (presumably) haven't seen the before or after coins in-hand and are making the judgement based on an old "before"...
