Yes Felix Schlag(who designed the jefferson nickel) is from here, I live about two blocks from his old studio.
This one has a light doubling on the date, and also a "D" imprint of to the east. It is so light, that it would not show on my crappy camera.
I think by the color, I would say It might be a Brass-Plated penny. I have a 2008 Lincoln Penny that is a brass-plated coin.
