They are imperfections on THE DIE, not the coin as minted. Doubled dies are imperfections Die cracks are imperfections RPM's, OMM's, RPD's, etc....

I think it's too jagged to be a scratch. I'd guess die crack, struck through, or debris in the holder. But I mostly agree with @kanga.
