It's a coin that was probably cleaned harshly in the 60's and has retoned since... all depends on the price you were charged on if you should keep...
It's not so much the dipping process that is so hard... it's pretty easy really. It's knowing what coin will benefit and which coin to leave...

Spotted coins rarely get past PF67. They have been known to spot in holders tho.
