Before I put this coin up on the Bay, I wanted to make sure it isn't some rare variety. The coin looks to have XF details but has been cleaned...
Too dark, no star, per NGC guidelines.
It's hard to judge the grade of the coin from those photos, but even though it is a problem coin, it is still worth VF money at the very least, so...
WOW, Premium Gem surfaces, Full Steps, all on an error coin. That is freaking amazing. It takes a lot to impress me with respect to a war...

Juiced photos and the obverse toning is sketchy but I still think it is MA.

As several people have mentioned, both of those coins are proof coins. The detail of the steps and Monticello is a dead giveaway. The Full Step...

That coin has just enough vibrancy of color and evenness of the toning to warrant a star IMO. That is a great looking coin.
Looks like a MA secondary toning on an old proof coin.
