I can't tell from the photos if the material is lead, but they do appear to be multiple copies of the same coin, which could mean they're fakes or...

Most of those coins look really great and are in superb condition.
It's only a guess. Lots of 1989 Ds have this same stuff on them. I have half a bucket full.
