The $1 (as stated by tonedcoins), isn't a typical solvent smear but it might be damage after the fact eg. sitting on a work bench, or whatever....

It does show some missing metal but the pics need to be from a different angle and distance.
Can we get pics of the edge? I think it might show that the sides in the damaged areas are thinner which may explain the metal displacement.

Try for better pics. It's really hard to tell what you have especially from your first pic.
I've come across similar damage and I'm going with pmd as well.
Plating split doubling, sorry not ddo. Very common on later 80's and 90's cents.

Depends on the size of the clip. A small one barely gets any premium, larger clips.... a buck or two unless it's substantial then the price goes...
