With coins like this I always try to check the metal content if possible.
Crossed swords in that style almost always means Saudi Arabia. You'll see the same sword design on Saudi coins. I think you've answered your own...
It doesn't appear to be from the original printing, at least not to me. This could be some sort of "after" damage. Perhaps from the rubber...
