Considering the "G.O.P" (Grand Old Party) on one side, I'd say it's a political token. Better photos, tightly cropped, might get you more info.
The postmark is not on the side with the flap, it goes over the stamp, unless the envelope is metered, then it is not postmarked at all. Tampering...
