The Kennedy half is the reason I bought a set, although one could argue that the 1998-S matte proof silver (mintage 64,141) is still the lowest.

Clad proof sets usually plummet in value so the aftermarket is generally a better deal. Silver proof sets hold up a little bit better but not...
