neither, looks like a nice red wheat cent but I am not seeing much else.
I know there is slim to no chance of figuring out who made these and when these produced but I would like to know. The LCS guy said he had it for...

I do and it was only $5 US. As I said I did a essay on Maximilian in high school so it was a fun find for me and was cheap

i'm not seeing anything but as you said the pic's arent that great, also the glare from the packaging is throwing me off.
I still look at my 82 d when I get them but I know the chances are slim. My holy grail transitional is the 92 d CAM
