No they are not reliable, and I can see by your photo it is nowhere near a MS69.
CC's always get a bump. It's no better than 63, but it's probably in a 64 slab.
I'm at VF also nice find and quite valuable. I would expect to see this at $300+ if properly graded by a TPG at a LCS.
