Two thoughts. 1. Take it to a local Numismatist for advice and/or repair. 2. Overlap the slab with non-pvc and seal it. It's the coin not the slab...
That SBA has seen better days. It does appear the mint mark is filled. A lot of PMD, in my opinion. Good luck.
