They can do whatever they want. I don't see myself ever buying a modern proof coin...ever.
You can check if it is proof like yourself. Hold it at the end of a ruler and see what the highest number you can read from the coins reflection....

The colors look interesting. But if this were sent in for grading I think it would come back questionable color aka artificial.
This just came in the mail today. It's got a nice raised line on Jefferson's head running North/South. Maybe a die scratch? There's also one...
It's clearly a 1913 as that was the only year "Five Cents" was on the raised mound...
The lighting isn't good enough to grade it accurately, but it's probably a 64 and although it looks close I don't think it is fbl.
Can't be certain because the image is too small, but from what I can see I would say yes. Also, just the fact that it is a 1948 makes the chances...
