The "No FG" was due to over-polished dies. Some coins, like the OP, will exhibit a weak FG. For it to be considered a "No FG", it has to be gone.
As a former stamp dealer, I could not agree more. It's like killing the goose that laid the golden egg.
I'd like to see the return of a GOOD rendition of Miss Liberty.
The moral of the story is don't buy an expensive coin unless it is slabbed. "Reputable" dealer or not. Everybody makes mistakes.

There are no 1938-S Buffalo nickels. They were only minted in Denver that year. There is a 1938-D over S variety, though.
