Only exception I could see is if there's somehow a trace of a "1" for 19221 under there.

As a general rule, do not clean coins. Period. End of story. Cleaning destroys value.

The first: yes. The second: not as much.
First coin has detail that is way sharper than normal. Second one has characteristic weakness on the area near the rim.
