What makes you an expert? The coin dealer I saw has been in business since the 1980's.
Planchet was what he probably said instead of die.
I brought the coin to an expert today who said what is on the back of the coin is not damage but is caused from a defective die striking the coin.
I did try to find more information but I was unable to find anything.

Never mind. I just found it. It is a VAM-3BM. It is not listed under the die break guides but I found it under the scribbling varieties.

I thought the same thing about the grade when I saw the coin but the coin did not cost a lot of money which is why I bought it.
The scratches you are seeing are die scratches which are from the dies of the coin when the dies were polished and did not happen after the coin...
