I think their both equally inconsistent in Morgans no reason why a ms 63 1880-s looks better then a ms 65 1881 cc etc they should hold all dates...
[ATTACH] Pcgs can be over tough on early copper too they'll call environmental damage on a lot of coins that would probably pass at NGC case in...
I think it depends on the day and time pcgs of late has been over strict on Trades their calling coins xf-45 that are clearly as good if not...

My view it looks like a vf-35 it doesn't appear to be improperly cleaner enough to get a details grade but I'd give it a nice long acetone soak...
