Solid strike, descent luster, nearly mark free - my guess is that the only thing keeping this from a higher grade is the spots. 64 sounds right...

I suspect this coin is a 64 (65?), but, IMO, the blotchy coloring and spots kept it at a 63. Luster is not too bad, but not great either.
