    It absolutely does entitle you to submit coins to NGC. Not free or reduced rates, but submit. Call them and ask. I will bet you will be surprised.

    So far as I am aware, there is no way to do PCGS. There is , however, a way to do NGC. All I remember is that you start from a link on eBay....
