Yes, it is improperly mixed alloy, but that is not pmd. You definitely have some stripes there. Nice coin!

That 20-S is an interesting coin. I think it would grade as a 10, but either a weak strike or stuck through grease. I vote for the grease.

Yes, ANACS grading skills are questionable, but all you want are the coins to be authenticated. So far as I have heard, ANACS does that as well...
Without the finger print, I would take the NGC in a flash. It is a tough decision with it, but I would lean to the NCG in spite of the finger print.
