There is nothing "technical" about that grade. It's just plain wrong.

The PR-66 grade should have you "OOing" and "AHing" when you see the coin. "Yuck!" should not be in the discussion.
Color can cover up a lot of sins. That's one reason why coin doctors have used it for as long as I have been a collector.
