I don't know what to tell you, other than that I'm quite sure the graders don't know my coins from yours when they show up to be graded.
NGC likes toning just fine. Of the 10 coins in my last submission, 5 were toners, and all 5 graded. Cert numbers 3706436-005 through 3706436-009....
