The rim tapers exactly as it should at all locations. I see no reason to question this coin as being a double clip.
That's not damage . . it's a second clip. There is very slight Blakesley effect opposite that clip as well.

Looks to me light a poorly struck coin with only the barest traces of wear . . . technically an AU58, but I think the TPGs would call it 55.
