The only way that it could happen is if it is raised on the die. That would make it a variety not a DDO. This is not the same as a high leaf low...
Are you asking about the SAC, or the John Quincy? Both look normal. You are probably just seeing the toning on the coin.
I also think that it was in a lucky cent holder, or had a bezel. Both the others are a lamination and a strike thru/delamination.

Looks like a nice 59D, I would imagine without better pics that it is some kind of deterioration doubling or Mechanical.
