From what I see, it is PMD. The devices should bevel into the missing parts if it came from the mint. I see no evidence of any beveling.
I may not know Peace dollars well, but that is one grade I can assure you that coin is not. I would guess AU details cleaned. I see no luster on...

The yellow labels I have seen have all been pretty close.
I think it is a VG10 and ANACS probably graded it 15. Guessing, but is this the blue ANACS?
