It's not the split plate there should be doubling/separation lines on the edge of the high point of the corbel top of the pillar.

Barney a 65 and 66 by the grading standards should have a significant change in the luster. Premium Gems have a deep dark brilliant full luster....

There are quite a few things wrong IMO to be a real fractional. I would wait and see what others have to say. I don't know these coins at all.
I don't think that it is a real California Fractional, just a copy meant to be passed off as real. I would take it in and have it tested for metal...
