bigbird. My best guess, based on that image is the reverse is PMD or post mint damage. The obverse looks to be a die chip.

Thanks Jello! I do know for a fact, this was artificial toned. I confronted the seller, and he told me exactly why they toned like this.
I will also say 63. If all those facial marks were actually bag marks and not dings, I would bump it up to a 64.

The obverse appears to be misaligned slightly. It doesn't add any value however. This is pretty common.
