Looks like a retained lamination peel. As for the other questions, there are those here with more knowledge of IH's who can help you with that....
Welcome to Coin Talk. What kind of camera do you have?
Nice notes. I've been thinking about venturing into paper. Is there a "Cherry Picker's" equivalent for paper money varieties and errors?
When I first saw this, I thought it was going to be the typical Charmy post where you show us all these great coins, but then you went and posted...
You talking about all the WAM's or just the '99 and the '92 CAM? I've had success with the '98's and '00 searching rolls from the Toccoa area....
I don't write things on other sites, so I think you may be confused.
I told you exactly what is going on with this coin. How is that a waste of your time? In the thread I posted a link to above, you were claiming...

No joke at all. Wanna bet?
Wanna wager $100?
I've found many, but added none. You? I've seen hundreds of coins like yours.
Very well. This needs no better pics, as these lines from deteriorated dies are very common. Trail dies almost always flow in the same direction.
Those aren't trails, they're die flow lines from heavy die wear.
I don't buy the Post Office business. NONE of my other mags(and there are many) are like this. I could see postal employess "borrowing" Playboy,...
Nice find for an '83!
