i have a set of silver eagles in a dansco that are toning very similar to that one.

i would use plastic tongs for this instead of metal tweezers.
looks MS64, no PL designation to me.
the ANACS "blue slabs" were notorious for not being very secure, many can be cracked open with bare hands.
