Both sides are needed for a designation. That being said, grading proofs from photos is nearly impossible. The surfaces look like it could go CAM.
It may be the RPM you posted but with the damage to the date and MM it doesn't hold much value. The MM placement looks correct.

There really isn't many varieties. the 79P wide border, and the 99P DDO are about it. I don't know of any others.

Besides a stain it looks normal to me. I am interested to hear what others have to say. Does the area look like it is peeling?
A small cud like that would wear quick in circulation. Most go unnoticed. Small premium. I was given this one. I didn't find it.
I agree errors that you can find in your pocket change, Mis aligned dies, Off centers, and die cracks, LIB's are a lot of fun.
