I agree. In order for a coin to be worth grading, it has to be worth a significant amount, since it costs over $30 to grade a regular coin.

Of course, this doesn't include every single series of $20 notes, nor are they in order. But, if you have any interesting $20 notes, post them.

I have a 1970 mint set just like yours, and there is also only one half dollar. So, it was probably intended packaging.
