Translated it says "Copper Russian Coin". It's a three kopek coin from Russia, like furryfrog said. (I speak Russian).
Toning doesn't look intense enough to be fake, but, it isn't worth $10.

Definitely an altered coin- spend it, or keep it as a novelty. Someone must have turned it into a "futuristic" coin for some kind of a prank.
Hard to tell, but if you take a picture up close- we can then tell if it is a genuine struck through grease, or an altered coin.
So destroyed it looks like it's 1000 years old, but I can tell it's a mutilated 1972 Lincoln cent.
