Yeah, I believe that is normal. Looks short because it got squished to the left with changed the proportions. All damage.

No, they aren't. It's a die clash. It can happen any year with the same design. So from 1998 down to 1932, there could be plenty more like it.

Looks like plating bubbles made it look like a doubled ear, but it isn't.
It isn't possible coming from the Denver mint. It might have a die clash in the same area because all pennies look alike and would clash the same...
