Look at the background used to photograph the "suspect" coin.
The best way to clear a concern like this is to look for all the ways this could happen up to the time it was struck. I can't think of any.

In a nutshell you just described why I quit collecting modern US Mint coins
The coins in these sets are all clad.
Back when the series started the mint offered a 3 coin set subscription. The coins were in capsules. I signed up and received all of them. [ATTACH]
We were advised when the mint was solved correctly - one of three questions. Have either of the other two questions been solved?
My thought was that there is only one unique Philadelphia coin, so why not nominate it?
Have you looked at the value of a high graded 2017-P? And, there was a method to my madness.
