I'm worried about the green around the M in Emporer. Depending on how a grader looks at it they could call it environmental damage.

Without a doubt. A chain cent in any grade as long as the date is clear and it is identifiable.
I'm going 64 only because I know that NGC and others are hesitant to give high grades on these.
