Cool....neon green slash toning. That's a pretty scarce form of toning, I've only seen maybe 4-5 Lincolns like that.

The coin is uncirculated, right? The obverse is not fully struck. I don't see any gas bubbles so it must be copper. Could be a thin planchet.

Nope, the 1974-S business strike. 1955 was the last WHEAT CENT.
I think enough experts have looked at it to tell it was struck at the US Mint. The burning question is how a planchet like that (with silver)...
