I'm going with damage on this one but don't give your hopes up,strange looking errors do exist.
It can't be a S/Do_Oo_O it might look similar but nonetheless your quarter was minted at Denver not the Frisco at first so it's impossible for it...
There is a chance though it could be RPM -004 that curve looks real similar and position is correct,better pictures are needed when available....
