I can imagine your pain! I was on top of these in 2009 and acquired a TON of minty, fresh rolls to search, I spent mega time looking through them...
What is the intended purpose?
The spotting was so bad in 2009, they ignored hits and graded mostly on lack of spots. Pretty much all 2009 coins have 67 luster.

Not an error, just a stain.
Someone either plated it or removed the copper plating. It's what we call PMD, Post Mint Damage.
