I think XF45 sounds fair. The cheek seems to have an odd amount of rub compared to the rest of the coin.
Ask the seller to get it certified. Tell him if it comes back straight graded XF40 or better you are a buyer.
I believe you're correct, lots of overgraded coins in the older blue label holders, ANACS really hurt themselves over this period.
Coins in this range, it comes down to how much luster is left. (IMO). I think the luster must be a little better than how many of us read it in...

I don't think it should be called harshly cleaned. Possibly wiped. It's circulated. Circulated coins pick up rub. They get slid across surfaces....
