VF20, straight grade. Shrink the dime down to actual size, I think the scratch is not a huge issue at this grade.
This looks more like Liberty on an 1809 dated coin. The '07-08's look quite a bit different.

Not knocking this coin, but I don't believe it should have graded above AU55. JMO.
I'd say slightly above average strike for the date, and you definitely improved it. Does look like an old wipe, but still a decent AU-ish example.
