Looks like it left a stain. Not the worst thing, but I would consider it detracting from the eye appeal of the coin. The reverse seems to look odd...
I assumed it was a planchet flaw that didn't strike out.(because of the way the OP slanted it :) ) Though I agree after another look that it looks...

Yes- .999 will probably start to tarnish rather quickly. And pick up fingerprints if you handle with bare hands. High purity silver is very reactive.
MS 65 PL, nice mirrors, maybe just the pic but looks weak in the Adam's apple area? DMPL wouldn't surprise me.
