I'm no expert on RPMs. Many of the 1971-S RPMs are proof coins. Your top photo looks like a proof but there's too much glare to see it clearly....
I didn't know where else to post this but would like to hear other's thoughts on it. (the toning and how it slipped past NGC graders)....
IMO it looks like a normal circulated 1982 P quarter.

There are 3 different reverse types for Washington Quarters. I can't see what you have as the DOLLAR of the quarter on the left is obscured by...
