Yes, it has toned, but the dark area is borderline corrosion, IMO.
Fraud is a very strong word, and I'm not sure it is justified in this case. Had the seller stated the coin pictured is the one you receive then...
Looks like a few hairlines from mishandling. I'd call it a 63 or perhaps a 62 if they are really bad in-hand. I see no evidence of cleaning.
I agree the coin looks overgraded. However, and FWIW, PCGS commonly overgrades this key date and it seems about right for what they call F-15...
